PROJECT BRIEF
The municipalities of Pernik and Bobov Dol, specialized in the production of electricity and thermal energy based on coal, along with the Stara Zagora region, provide over 45% of the country’s total energy mix. They are the most affected in terms of transforming their economies into carbon-neutral ones and ensuring a just transition.
The overall goal of the project is to enhance the capacity of the municipalities of Pernik and Bobov Dol, along with their partner Regioplan Ltd., for the development and implementation of active policies to reduce greenhouse gas emissions and to adapt to and mitigate climate change.

- Analysis and update of current strategic documents related to the anticipated negative impacts of climate change, the energy transition, and the reduction of CO2 emissions.
- Analysis of the potential for strengthening sustainable economic development with a focus on the two municipalities.
- Preparation of two action plans for reducing CO2 emissions and adapting to climate change.
- Enhancing the capacity of municipal employees and socio-economic partners in the context of energy transformation, the just transition, and new financial instruments for decarbonization.
- Preparation of an analysis of the effectiveness and prioritization of measures for significantly reducing CO2 emissions.
- Pilot implementation of measures for significantly reducing CO2 emissions.
